Any large site, whether a stadium, an apartment building or a campus building, must meet the federal standard at 29 CFR 1926.51(c): one toilet for 20 or fewer workers, then one seat and one urinal per 40 workers up to 199, and per 50 workers at 200 or more, with toilets reachable in under 10 minutes.
